February 16, 2026 | The spirit of community partnership came alive in Catmon, Cebu as personnel of Catmon MPS, led by Plt Perter Muana, DCOP, officially launched a heartfelt and innovative best practice aptly titled “Paypay nga Nagpabugnaw ug Nagpanalipod” during the Drug Symposium held at Ceferino Sususco Memorial National High School, Brgy. Agsuwao.
More than a simple handheld fan, the paypay became a powerful symbol of care and vigilance offering not only physical relief from the heat, but also protection through knowledge. Each customized foldable fan carried concise anti-drug messages, crime prevention tips, and essential safety reminders, transforming an everyday item into a moving platform for awareness.
“Paypay nga Nagpabugnaw ug Nagpanalipod” reflects a deeper truth: that informed citizens are the community’s first line of defense. Through this initiative, Catmon Police reaffirmed its commitment to proactive policing bringing preventive education directly into the hands of students, teachers, and community members. It emphasized that safety is not achieved by enforcement alone, but by empowering people with the right information at the right time.
The activity was strengthened by the presence and support of key stakeholders, including Mrs. Maria Christina Branzuela (MADAC Focal Person), Mrs. Christine Basister of Catmon RHU, dedicated faculty members, and barangay officials of Brgy. Agsuwao showcasing a unified front in the fight against illegal drugs and criminality.
At its core, this best practice stands as a reminder that meaningful change often begins with simple gestures. A paypay may cool the body but when filled with purpose, it also enlightens the mind and safeguards the community.
